No. SEEA/P/Elec Bill/0111
09th  Nov. 2011
Dr.D. Mukherjee,
Executive Director & I/c,
RDCIS/ SAIL,
Ranchi-834002.

Sub: Letters/ Modus Operandi for Communication from RDCIS wrt payment of Annual charges and Electricity Bill by Ex-Employees.
Dear Dr. Mukherjee,
I would like to draw your kind attention to the fact that as per the existing practice for last 10 years the communication in respect of the Bills for payment of Annual charges and Electricity Bill by Estate section of RDCIS to the Ex-Employees residing in the long leased owned houses in SAIL Satellite Township used to be made by Regd. Post. Naturally it was a reliable form of communication. It has come to our notice by hearsay account that this practice has been given up this time and a small number of residents were communicated through SMS leaving others which includes me in dark and guessing. It has been proven time and again that SMS, telephony or e-mail are not a well tested method of communication yet by RDCIS itself esp. in matters which have legal obligations on both sides. I am sure you understand the complication this action can create.
In view of this I request you to kindly do the needful and advise the concerned personnel and Department to follow the existing practice of dispatching the subject letters through Regd. Post.

Thanking you,
Yours faithfully,

(V. N. Sharma)
